Syndra O'Shea's father was a city planner within the Capitol, who sold secrets to the Rebellion such as the placement of Gamemaker traps known as "Pods", scattered throughout the city. She was deported to District One, where she now lives with her distant cousins. Cicero Rapport's parents were bureaucrats within Panem's Transportation Ministry. They skim med munitions for the Rebellion and traded in secrets. In exchange for their lives, they ratted out people within their spy ring. They now live in District 6. Maximus "Max" Parsons' mother was a build superintendent. She would store materials for the invading Rebel troops and use her building as a "safehouse" within the city. She, alongside Max and his father, were found and deported to District 11. They don't like their new surroundings, however the 76th Hunger Games serve as a platform to distance themselves from the scores of other tributes who are full-fledged Rebels. Ostracized by the city they were born in and the districts they find themselves in, they have only each other to trust and rely on".
